Buchanan’s assertion th.t the exOazr would not have betrayed the Allies. An autograph letter to M. Poiucare, in April, 191(5, which hasneen published, stated “I am firmly decided not to lay down arms except by common agreement after a definite victory. Russia will shrink from no sacrifices to achieve the Allies’ triumph.”
’ WINTRY CONDITIONS IN ITALY. SNOW AND RAIN REDUCE FIGHTING. Rome March 4. Mr Jefferies reports that snow aud rain have reduced fighting on the Italian trouts.
