NEARING BREAKING POINT. AUSTRIA REFUSES GO-OPERA-TION. i (Aust, and N.Z, Cable Afraociation.i Washington, Feh. 27. Evidence of the growing strain in the relations between Germany and Austria is contained In' an official despatch from. France, which quotes the £ Austrian Premier as formally reiterating that Austria will £take no part in any military action against Russia or Roumania, nor will Austria send troops into the Ukraine. The despatch also refers to the meeting of the Emperor and the Kaiser on Sunday, 'and says there seems to be little doubt that a serious conflict has arisen between the two nations, which Germany is determined to settle by violent measures if necessary.
