SPRING HARDENS THE MUD. OHEERIN£SS OF THE TROOPS. GENERAL SMUTS’ OPTIMISM. United Service. Received Feb. 2d, 10 a.m. Loudon, Feb. 24. A special correspondent states that the ground on the West Front has hardened and the worst period of mud and winter is over Calm cheeriness prevails and everything is in readiness for the new campaign. Nobody at the front believes the Central Powers capable of breaking the "Franco-British lines. General Smuts, after inspection of the lines, reported that they [gave the Boche no chance in an offensive. Tiie arrival of Turkish troops in Belgium is interpreted to mean that the divisions used against the Russians are being brought westward. The Austrian troops are apparently intended for reserve. The number is unknown, but there is reason to believe that Austria-Hunagry would be niggardly.
