Received Jan. Jl, neon. Petrograd, Jan. HO. Tho'Soviots Congress on Monday approved of giving Trotsky a free hand. Trotsky said Western Europe must not blsxno Russia if she is forced to conclude a separate peace. The Council of Commissaries ItaVe declared gold a State monopoly. Gold articles in the hands of private persons, hank, monasteries and goldsmiths are to pass to the State at a fixed rate.
