CONSTITUENT ASSEMBLY END IN BATTLE, Washington, Jan. <SO. The Chicago Daily IS'ews’ correspondent at Harbin says that a preliminary session of a Constituent .Assembly, held at Tomsk to discuss Siberia’s autonomy, resulted in a pitched battle between Bolsheviks and other elements,' and twenty were killed. § Eastern Siberia is menaced by Austrian and German prisoners, of whom there are fifteen thousand, in the Amur province alone. Prisoners «»t Tomsk, Omsk and Irkutsk enjoy liberty and may assist an uprising against the Bolsheviss.
