BREST-LITOVSK NEGOTIATION

HAVE NO FINALITY

TROTSKY’S VAIN IMAGININGS,

London, Jan. 27.

'Dr Williams, iu a message irom Petrogrnd, says; Tho Bolshevik newspapeis admit that tho Brest Litovsk negotiations have exposed the German Government's intention to annex tho western provinces. Russia claims to know _rs h fact that owing to tho Bolshevik efforts to explain, no matter if Hoffmann carries out his throat to seize Koval, he wiTI expose their real aims to the German army and people and load to tli (3 overthrow of tho existing Berlin regime. Meanwhile the Bolsheviks are dallying with a scheme for resisting the Germ .u advance by creating a highly paid volunteer army to engage in a holy war against all imperialisms. They are also waiting to see tho red 11 g raised iu Austria, and believe that Potrograd is destined to become the capital of a federal ion of Soviet Republics. Trotsky, however, tells his corevolutioimvies that the bourgeoises of the West are much better organised than in Rusisa, and the progress of the revolutions must bo slow. The attempt to make peace .with the Ukraine, separately has irritated tho Bolsheviks exceedingly, despite their proclamation of the right of each nationality to determine its own destinies, hence the delegations consisting of workmen and noncoms. from Revai and Kharkov who were sent from Brest Litovsk to the Soviets Conference at Petrograd have adopted all tho points of the Lenin end Trotsky programme, including the disarmament of the bourgois . Lenin, who had a great ovation, in addressing the conference, said: “Wo shall continue the civil war until wo gain a complete victory. We shall make mistakes, as the great task is one without a copy to lead us. ’ ’

Thus tho Conference has not discussed tho peace terms, in order not to dismay the majority of the delegates.
