CHOLERA RAGES IN CONSTANTINOPLE.

All Austrian officers in Constantinople have been urgently recalled. The Bulgarian Government has limited railway traffic to Turkey owing to cholera in Constantinople. BRITISH NAVAL POLICY. The withdrawal of the Declaration of London is gazetted It announces that the Alllfes throughout intended to exercise belligerent rights and to act in strict accordance with the law of nations, , The King, by advice of the Privy Council, orders the following provisions to he observed: Firstly, hostile destination is required for condemnation and contraband shall be presumed to exist unless a contract is shown. Secondly, the principle of continuous voyage or ultimate destination shall he applicable both in cases of contraband and blockade. Thirdly, a neutral vessel carrying contraband, with papers indicating a neutral destination, which nevertheless is proceeding to an enemy port, shall be liable to seizure if encountered before the end ot her. next voyage. Fouithly, a vessel carrying contraband shall be liable, if contraband forms more than half her cargo.
