AND THE PEACE PALACE. United Press Association.--By Electric Telegraph.—Copyright. Berlin .September 1. The newspapers are angry at Mr Andrew suggestion that the Kaiser is a pacificist. The Cologne Gazette says the Kaiser will preserve peace as long as it is reconcilable with national honour, and adds: “When the ne cessities of national development require it, we will make the sacrifice of battle upon the altar of our power and glory.”
