Ottawa, May 8. During the Navy debate, Mr Carvell suggested that the Churchill memorandum was insulting to the Canadian people. He said that but for the critical situation in British politics Mr Churchill was likely to receive the censure of Parliament or be driven out of . public life. Mr Carvell challenged the Government to amend the Naval Act, making it conform with the Australian Act.
