The preamble attributes its necessity to the decrease of the birthrate. The only exception is in favour of soldiers belonging to families of five or six children, who are reduced from six months to a year. A Socialist immediately commenced obstructing it, and greeted the measure with shouts of “Down with reaetiou! This is madness! Government is a gang of scoundrels!” A great majority of the Republicans approve of the Bill.
