THE PRISONER OF THE VATICAN.
The proposal of Mr Martin Maloney, a woll-kuowu Philadelphia.financier, to aid iu the pnr‘“cha.so of a strip of laud from the Vatican iu Rome, to the sea over which’ the Pope should have extraterritorial righs, has created great interest among American Roman Catholics. Mr R. C. Kerens, a former’ njomber of the Republican National Oommitttoo, who has just returned from Romo, explains how the proposal originated. Cardinal Sntolli, who was the first Papal delegate to the United States, gave a breakfast to his iVmoricau friends, and among the guests were -Mr Kerens and Mr Maloney. The latter declared that he bad been thinking for several years of a plan whereby tbc Pope would be enabled to escape from the seclusion of the Vatican and visit other parts of the world on a Papal yacht. Ho proposed that a strip of laud at least a hundred feet wide, from the Vatican gardens to the sea bo added to the 55 acres of ground which the Pope lias for his only possession, and that it should ho .considered extra-territorial. Mr Malouov would convert this laud into a. great Highway,’ which would bo coni,rolled for all time by the Pope, but should bo a highway for all the nations. The highway would end at a. little harbour which would accommodate a seaworthy steam yacht by which the Pope would have access to the high seas. Ho would then bo able to visit any part of the world, especially his beloved Venice.
