BRITANNIA'S BULWARKS.

The Spectator complains that the unreadiness of the British fleet constitutes a grave peril. It declares that the Channel Pleot, which Lord Tweedmouth declared to bo instantly ready, as weaker than Germany’s “instantly ready” fleet, the excuse being the' support available from the Homo Fleet, which only is practically ready. The Spectator attacks Admiral Fisher, declaring tho predominant influence of his absolute power made him reckless. It states that Admiral Lord Charles Beresford is alarmed since he is conscious of being unable to do what he would be called upon to do in tho event of a sudden attack. It is reported that the Admiralty summoned Admiral Beresford to consult with it to-day.
