The cable.- message - asked-. Britons lo ‘refrain 'from’passing ' the’ ‘barriers except on occasions of necessity and stated that it was absolutely imperative that they observe this. A Tokio message states that the blockade of Foochow by the Japanese has been postponed for a few days in compliance with the British request to be permitted to evacuate British nationals.

Protection by Navy

Reuter’s correspondent at Shanghai, reports that 36 British blue jackets were to-day landed at Foochow from H.M.S. Grasshopper to protect British lives and property. Chinese reports state that Japanese planes are heavily bombing the centre of the city. Bombs destroyed the offices of the American foreign missions in Foochow. There were no casualties.

Twenty-six warships were to-day concentrated off the city. The Pekin message states that a new puppet Government of Wang Ching Wei will replace the reformed Government under the provisional Government which continues to function semi-independently. The Wang regime will be established at Nanking under the Chun-Min “all people’s Government.” Its territory will be China to the south of the Lunghai railway. Wang will hold the position of ex-chairman. Anti-Chiang Kai-Shek elements .from the Kuomintang will be allowed to carry on activities in Chun-Min’s territory. Japanese army officers will train Chinese troops for administration by Wang.
