BRITISH PROPOSALS DEBATE NEXT WEEK (British Official Wireless.) Reed. 2 p.m. RUGBY, Dec. 2. The National Service Handbook announced by the Lord Privy Seal, Sir John Anderson, in the House of Commons is now ready for the' printer and 20,000,000 copies will be ordered’. A national service organisation will be set up with local committees to give guidance to individuals, and a recruiting campaign will be started in January. There'will be a debate in the House of Commons on Tuesday on the Government’s proposals for a national voluntary service as outlined by Sir John Anderson. It is understood that while accepting the scheme in principle, the Opposition will call for further information on certain aspect’s of the proposals. Sir John Anderson announced that he is preparing tile necessary machinery so that it could speedily be put into operation should the need arise in; a national emergency.
