COMMISSION TASK PLEBISCITE PROPOSALS NAZI POLITICAL POLICY PLEA BY KMKIPiES CLASHES ON FRONTIER (Elec. Til. Copyright—United Press Assn.) (Reed. Oct. 12, 3 p.m.) LONDON, Oct. 11. ' Messages from Berlin state that the international commission dealing with the areas ceded by Czechoslovakia to Germany has cancelled the meeting to have'been held 10-dr.y. The commission will meet again to-morrow, when it is likely that a decision regarding the plebiscites will be reached The Czech Foreign Minister, M, C. 11. Chvalkovsky, is expected in Berlin on Thursday with proposals regarding the Czech-German relations, including the adaptation of the Czech political policy in alignment with the German policy and specifically the prohibition of the Communist Party throughout Czechoslovakia and .the suppression of anti-Nazi propaganda by German emigres. The Prague correspondent of the Dailv Telegraph says that a deputation Of 10,00(1 Austro-German emigres, the majority of whom were Jews waited on Major-General Sir Neill Malcolm. High Commissioner for German Refugees, and pointed out that they were forbidden to earn a living, ana furthermore that it was politically impossible for the Czechs to resist the German demands for their deportation. Henleinist Attacks It is staled in Prague that the Henleinists continue to attack the Czech frontier guards, two of whom were killed at Novares. It is also alleged that eight defence guards were killed by Storm Troopers during the evacuation of Mixulov.

It is reported from Prague that the formation of an autonomous .Kuthenian Government within the Czech State is a setback to the PolishHungarian plans to detach Ruthenia from Czechoslovakia and unite it with Hungary, which was not unanimously supported by the Ruthenians. The Hungarians are also regarded without enthusiasm by Germany. The Boersen Zeitung warns Poland that Hungary is against the common frontier plan, pointing out that it would mark the inception of a policy similar to that which brought down Dr. Bencs, the ex-President of Czechoslovakia. SOVIET INDIGNATION WINTERTON'S CRITICISM "No HELP IX CRISIS" (Reed. Oct. 12. 3 p.m.l LONDON, Oct. 11. The Soviet Ambassador, M. Maisky, t'o-dav called on the Foreign Secretary. Viscount Halifax, and protested against the remarks made by Earl Winterton, who is reported to have said during a speech at Shoreham that Russia offered no help in the Czech crisis but "made only the vaguest promises owing to her military weakness."

The Russian Embassy lias issued a statement claiming that the speech was a "complete perversion of the actual position" as stated by M. Litvinov at Geneva on September 21.
