It is officially announced in Moscow that the conflict involved in the recapture by the Soviet troops of Changkufeng from the Japanese resulted in 400 Japanese casualties while 13 Russians were killed and 55 wounded. The Soviet is strongly protesting to Tokio. To-night's communique issued at Moscow states that the Russians recaptured the Changkufeng hill.
A Tokio message says that the heads of the Japanese Foreign Office are reported to be willing to consider the Changkufeng affair as an isolated incident in the hope of avoiding a more serious sequel. Unofficial observers in Tokio believe a conflict will be avoidable if Japan refrains from reprisals. It is stated that Russia eschews further action and Japan, in view of her Chinese commitments, prefers diplomacy to force, though the Foreign Office spokesman disclosed that the Chinese campaign would not be relaxed ia the event of a RiiSbOJapanese war. The Japanese War Minister, General Itagaki, and the Prime Minister, Prince Konoye, and army officers an> believed to have agreed on firm action if Russia becomes provocative In the meanwhile, the Japanese are taking precautions against possible Russian air raids over south-western Japan. It was agreed to regard the Russian air raids of Changkufeng which caused no damage and no casualties and were repelled by antiaircraft gunfire, us a demonstration following, the Japanese recapture of Changkufeng and Shaotsoping.
