PREVENTION OF PIRACY BRITAIN TAKES ACTION APPROACH TO POWERS REQUESTS TO ITALY (Elec. Tel. Copyright—United Press Assn.) (Reed. Feb. 3, 3.30 p.m.) LONDON, Feb. 2. The Daily Telegraph’s diplomatic correspondent .states that wellinformed circles understand that Britain proposes that the Nyon Powers should adopt an extension of the rules so as to provide 'that any submarine seen under the surface outside territorial waters shall be liable to attacx without question. It is probably the desire of Paris and Rome to learn the details of the British naval officers’ report to the Admiralty concerning the attack on the Endymion, after which it will be easier for them to determine whether it is necessary to increase the power?, of the patrol. Britain already has ordered a restoration of her own patrolling force to the original strength, and, it is understood, has asked France and Italy to take similar steps if they consider the situation in their patrol areas justifies it. It is understood that France and Italy have been asked to assist with any information concerning the whereabouts of all submarines in the Mediterranean.

Italy has also been asked to comment on the Spanish Government’s allegation that Italian destroyers and submarines had been transferred to General Franco.

The Foreign Office this evening communicated the British proposals to the diplomatic representatives of the other Nyon Powers.

The diplomatic correspondent of The Times states that the Foreign Secretary, Mr. Anthony Eden, has been conferring with the Ambassadors and made practical proposals for strengthening the Nyon measures 'to safeguard shipping. It may be assumed that the plan involves additions by the three Powers to the patrols.
