NEGOTIATIONS HINTED SECTION OF CHINESE GERMAN ACTIVITY REACTION IN TOKIO (Elec. Tel. Copyright—United Press Assn.) (Reed. Dec. 8, 2.30 p.m.) TOKIO, Dec. 7. The German Ambassador to Tokio. Herr von Dircksen, following talks between the German Minister to China, Dr. Thautmann, with Marshal Chiang Kai-Shek,- conferred with Mr. Hirota, possibly regarding China*s peaceful surrender of Nanking. A Shanghai message states that certain Central Government circles are believed to have declared that negotiations are possible if the Japanese terms are reasonable.

The Tokio correspondent of The Times says that the Japanese Cabinet discussed the situation contingent on the fall of Nanking. It is hoped that the new Chinese Government will be sufficiently imposing to justify recognition and be disposed towards peace. It is hoped it may replace Marshal Chiang Kai-Shek's administration.

The Tokio representative Of the Daily Telegraph says that the impending fall of Nanking occupies every mind and all the newspapers. Plans have been completed for a flag parade by day and a torch parade by night, involving-1,000,000 students and other youths marching to the shrines of the Shinto gods and Japan's warrior dead.

The stock market has further improved. The papers, however, point out that the fall of Nanking will not end the fighting, as guerilla warfare will follow.

Japan, owing io her expanding South Sea trade, has appointed consulates at Menado and Sandakan.
