AIM IN S.W. AFRICA SMUTS GIVES ASSURANCE SECURITY OF. BOUNDARIES (Elec. Tel. Copyright—United Press AaanJ (Reed. Oct. 13, 1.30 p.m.) CAPETOWN, Oct. 12. Referring to South-West Africa in a speech at Colesberg, General J. C. Smuts said that the mandate was necessary for the future safety and the security of the Union boundaries. "We are going to hold on to them." he added. Under the assurance of the earlier proclamation by the South African Prime Minister, General J. B. Hertzog, thousands of South Africans, mostly Afrikaan-speaking people, have gone to live in the mandated territory. A great majority of the whites in thi3 territory are not Germans, but Afrikanders.
