BAN ON FOREIGN TROOPS
VOLUNTEERS IN SPAIN ANGLO-FRENCH DESIRE TIME LIMIT FOR DECISION (Elec. Tel. Copyright—United Press Assn.) (Reed. Oct. 13, 1.50 p.m.) LONDON, Oct. 12. The diplomatic correspondent of the Daily Telegraph says that, following the conference to-day between the French Ambassador and the Foreign Secretary, Mr. Anthony Eden, the latter will to-morrow place before the Cabinet, together with his own recommendations, the proposals of France regarding the situation which has arisen out of the Italian refusal to consider attendance at a meeting of the three Powers with reference to the situation in Spain unless Germany is also invited. It seems clear that France has now decided that the Italian countersuggestion that the question of foreign intervention should be discussed by the Non-intervention Committee should be adopted in a final effort to secure the withdrawal of foreign troops from Spain, but France feels that it would be intolerable if a meeting again resulted in endless talk with no prospect of action. It is suggested that the committee should impose a time limit for a decision.
