BRITISH WAR DEBT
WASHINGTON RUMOURS PLANS FOR SETTLEMENT WASHINGTON, July 27. A wide variety of rumours, all denied by the State Department, and all attached to the Anglo-American negotiations for a reciprocal trade treaty, are in circulation in Washington. The most circumstantial is that Britain has agreed to make an immediate payment of £120,000,000 on account of her war debt and no further payment for 10 years. Then would follow the payment of one and one-half per cent of the principal over 60 years, with the balance virtually subject to compromise, and no further interest payments. Other aspects of the scheme are said to involve a common currency stabilisation plan and a reduction in the price of gold.
