CONGRESS PARTY AIM LEADER’S DECLARATION ALLAHABAD, July 10. Hopes that the members of the Congress Party would constructively use Ministerial office, was rather shaken by the Congress President, Jawaharial Nehrus, who declared that the party will operate the provincial Ministries in such a manner as to prevent the materialisation of the federation, thereby killing the Government of India Act. Preliminary steps already have been taken by members of the Congress Party to take office in Madras and Bihar, where they secured an absolute majority.
