EUROPEAN POWERS ATTITUDE TO SPAIN FRANCO-BRITISH STAND ITALO-NAZI OPPOSITION REBELS SCORN RED RULE (Elec. Tel. Copyright—United Press Assn.) (Reed. July 10, noon) LONDON, July 9. A state of deadlock still existed when the non-intervention committee rose after an unexpectedly protracted morning’s sitting of nearly three hours in connection with the situation in Spain. It is understood that the German Ambassador, Herr von Ribbentrop, and the Italian Ambassador, Count Grandi, stated emphatically .that there was no change in the attitude of their Governments.' Britain " and" France were ' equally firm. The “indications are that a committee will be appointed, possibly with a neutral chairman to probe the position. This may continue for some days. After declaring to the special correspondent of The Times at Salamanca that the withdrawal of foreign volunteers in the Spanish civil war was impossible, General Franco, leader of the rebel forces, added: "I want to hear no more about conferences with the Red rulers, because the Nationalists have only one aim, namely, total and absolute victory, with the object of maintaining and perfecting the Nationalist regime.

Nationalists Not linterested The correspondent emphasises that this statement effectively disposes of the recent rumours regarding possible development in the Nationalists’ attitude to the problem of foreign volunteers. The Nationalists frankly are not interested in the problem because they consider that a solution cannot be attained.

They argue that foreign volunteers in Nationalist Spain are patriotic nationals, therefore they are bound to obey orders from their Governments, whereas the foreign volunteers in the area of Spain controlled by the loyalist Government are denationalised exiles, obeying nothing but their own will. Many have already accepted Spanish nationality. Thus the only power capable of removing them from Spanish soil is the Valencia Government, and any Valencian Government undertaking of this nature, even if guaranteed by foreign Powers, would be regarded by General Franco as worthless,

The correspondent adds that the recent rumours that General Franco is seeking England’s friendship owing to his alleged differences with Italy and Germany, are equally unfounded.

BERLIN CONFERENCE HITLER AND ADVISORS (Reed. July 10, 9.30 a.m.) LONDON, July 9. The Berlin correspondent of the Daily Telegraph says that, simultaneously with the meeting of the committee dealing with the plan for nonintervention in the Spanish civil war, Herr Hitler summoned a conference of his advisors, including FieldMarshal von Blomberg and General Goering.

CAMP BEING CLOSED BASQUE REFUGEES (Reed. July 10, 11 a.m.) LONDON, July 9. The Basque refugee camp near North Stoneham is being closed on July 31. Only 900 children remain, including 70 who were returned from the Salvation Army Home, Clapton, owing to unruliness.
