REARMING BY ITALY
INTENT TO CONTINUE ADVANTAGES CLAIMED MILAN, May 31. Rignor Mussolini, in an unsigned article published in the Popolo d’ltalia, elucidates an interview given to American newspaper correspondents on May 20. Ho denies that he spoke of having issued nil invitation to President Roosevelt to cull a conference to discuss disarmament, and declared that all ho said was that Italy would willingly participate in such a conference. Disarmament was impossible, but the arms race must end in war or social disaster if it were long continued. Therefore, lie desired to investigate the possibility of limiting futuro armament programmes, both qualitatively and quantitatively. Italy favoured disarmament, though not because she lacked the financial means to complete her four-year programme. Itajv would continue arming because she had two advantages over the other countries, namely, the spirit of her people and her geographical position, favouring strategy both on the sea and in the air.
