Signor Mussolini's appeal to President Roosevelt to call a world arms limitation conference has been received with marked coldness. President Roosevelt is not prepared to comment on the proposal.
Other officials, said it was unlikely that President Roosevelt would actj because of advices he had recently received from Britain that she is not interested in an arms conference and intends to proceed with her building programme. ■ ■ ■ It is a definite understanding here that Britain will not agree to participate in a conference until her rearmament is completed. Britain has pointed out that she is not only committed to a programme in policy, but has also made financial commitments.
The; "impression, prevails , in. sonje diplomatic circles', that Signpr Mussolini was hopeful of limitation of armaments in order to curtail British rearmament, which he largely stimulated by Italy's conquest of Ethiopia. In such circumstances diplomats are convinced that Britain will not consent to a conference.
Officials expressed the view that the United States will not move for a world conference on economic or any important subjects until the Imperial Conference concludes and Britain determines her position regarding such questions.

The Brussels correspondent of the Daily Telegraph says that Signor Mussolini, in an interview, is reported to have said'that Italy, in the Mediterranean, was now in n position to resist all attacks. "And lam not the only one to know it," he declared.
Peace would be in danger so long as the Spanish, problem was not settled, said Signor Mussolini. "He intended to publish a list of Italian losses in Spain, "because I, want our sacrifices for the defence, of Europe against communism to be' known." "
