It was a remedial Act and Us object was to regulate and ameliorate the working conditions of the employees in shops and offices and analojons businesses. >
ft was clear that, generally speaking, the Act WHS intended to apply to milkmen, and. it would be unreasonable to hold that the defendant could escape the Statute. If he could do so, he could compete on unequal term* with other milk vendors who conducted their businesses in such a manner as to oring tlieiii in anv case, within the scope of the Act.
The magistrate contended that a broad construction should bo placed on section 36, and. therefore, he held that the defendant must be convicted. A line of .U2 was imposed.
