DEFAULT BY NATIONS FINLAND’S CONTRIBUTION WASHINGTON, Dec. 14. The French Ambassador, iu a cordial letter to the State Department, says that France is unable to meet her debt instalment to-morrow, but hopes that the improvement of conditions in France will permit of negotiations leading to a payment. lie blamed the economic conditions for the troubled world situation and failure to meet payment. Italy, Hungary, Latvia, Lithuania, and Poland have sent notes stating that they have also defaulted. Finland is the only nation to meet her £231,000 due out of a total of £1,235,000.
