The monthly meeting of the Wairoa Borough Council was held in Wairoa on Tnesclav night. Present:—The .Mayor. Mr. ll.'L. Darker, ami Crs. A. W. Archibald; V- !•;. Winter, W. .1. Clark, 1.. E. Gatbraith", W. 11. Mint. P. berry, and M. J. Gemmell.

The .Mayor reported having discussed with the Wairoa Harbour Board the mutter of the riverbank erosion at North Clyde and said the Public Works Department was doing the necessary boring, which would take a few weeks, and then the council or the board would secure a special report. The matter was brought before the lion. W. E. Tarry on bis recent visit, and though not in his department he gave gootl support. The job was too big for the local bodies to tackle, and though he did not believe in running: to the Government for every little thing, he felt that. CO per cent of the work was on the Government's account-. The Mayor's action was confirmed. The Mayor stated that the council's application to he made a receiver in connection with native rates was coming before the Land Court.

The council dealt, with an application by the Public "Works Department for the sanitary service to be extended to four railway cottages just outside the borough. Tne committee recommended taking in three cottages in the borough near the same locality not hitherto served. The motion was'carried. Cr. Oalbraith dissenting. Applications by two seltiers for a remission of their water accounts were declined.

The Fire Board asked that the council should prosecute in all cases under its by-law when people permitted their chimneys to pet on fire, it being pointed out 'hat in such cases it cost the brignde £3 or £4 in wages. Opinion was divided. and eventually it was decided to notify the public that the by-law would be enforced.

A property subdivision in Mahia avenue was agreed to. The correspondence sent, to Amusements. Limited, regarding overcrowding in the theatre foyer on a recent occasion was read and the action taken endorsed.

CARNIVAL PEEPAPATIONS The Mayor said that the Carnival Committee would be meeting soon, and he thought the council should order some more coloured lights for the town. Last year £SO had been allocated out of the side show revenues, and lie suggested that similar action should he taken this year.—The mailer was left to the lighting •committee. Crs. Gemmell and Berry were appointed to represent the council on the Carnival Committee.

The. council granted the use of the borough chambers for the East Coast, sanitary conference on October 24. The '.Mavor mentioned the concerts to be- given on October 18 and 19 by the Band of die Institute for the Blind, and the need for arranging billeting. A subcommittee comprising Crs. Gemmell and Berry was sel up, Cr. Oalbraith intimating that lie was representing the Returned Soldiers' Association. B was decided to inaugurate the 40-hour week among the office staff, which would work ?i hours per day for five days.

A proposal to institute the licensing of bicycles, so as to get definite control of them, was referred to a committee comprising Crs. W. J. Clark, W. If. Flint and V. Berry. The recent correspondence between IliP. council and Wairoa Power Board, asking for the safeguarding/ of the borough's interests as regards the deficiency rule by securing _ adequate guarantees against loss on lines likely

to be uneconomic, was read. The Mayor stated that the council's letter was merely received. A further letter was read," which stated that if the Power Board conformed to' the suggested

action, objection to the loan would he withdrawn. —The Mayor's action was confirmed, Cr. Oalbraith dissenting. Crs. Oalbraith and Flint were appointed to deal with the river protection issue. On a report from Cr. Winter thai cattle were trespassing in the cemetery owing to posts having been burned in a, gorse fire, the reserves committee was instructed to take the necessary action.
