COMMON POLICY URGED STABILISING FACTOR SYDNEY. Sept. 13. Dr. F.. Madgwick, lecturer in econo mics at Sydney University, in a lecture on "The Future of the British Empire" in' Lismore under the auspices of the University Extension Board, said that the failure of Great Britain and the Dominions to agree upon a common foreign policy was a serious threat to the continuance 'of the Empire, and might bring about its -.disintegration within the next ICO years. Great Britain, he said, was hamstrung because she was unable to gauge what the reactions of the Dominions would l>e if she was forced to honour her obligations under the mutual guarantee pact which she signed at Locarno in 1925. Such a position was likely to result hi foreign Powers taking action against her and precipitating a conflict in which the civilised world would he wiped out. "1 cannot see Western Europe coming through another war without disintegrating." said Dr. Madgwick. "It behoves members of the Empire to -.and together." he said. "A common foreign policy is necessary, and 1 believe that in this somewhat 'insane world in v Inch we live the onlv stabilising factor* are British ideals and aspirations. '
