The estimates were considered, there being it general consensus of opinion that it was hopeless to expect to carry on with it lower rate than that proposed. Cr. Carroll, explaining the cause of the rise in hospital expenses, stated that the expenditure in the 'heritable aid department had risen from £l7.') to £IOOO, and the buildings had now to he brought up-to-date.

The chairman said the actual rate would not he made till the June meeting. It was decided to write to the Valuation Department to arrange that the next valuation should he made in lime for the next rating term, and pointing out tho need for the valuation of the borough to be made at the same time in order to secure a more ■quitable arrangement, in -the matter of hospital and charitable aid expendiure. The opinion was expressed that as the last borough valuation was made in the depth of the slump, in all probability it would now go back to the pre-slump figures. Correspondence was read from tne National Workers’ Federation setting certain conditions of labour. It as decided to reply that the council id not consider it should come un!er the scheme, as it carried out similar functions to the Public \Vorks De- , art meat, and also that the 40-hour .vel; would not be workable in the Wairoa County, for by Hie men being absent for two days damage to the xtent of hundreds of pounds might be done.
