Still another reversal for the New Deal legislation occurred to-day, when the Supreme Court, by a five-to-fonr decision, declared unconstitutional the Municipal Bankruptcy Act under which Congress two years ago empowered municipalities and other political subdivisions ot States io readjust their indebtedness in the Federal Courts. The dissenters were .lustices Brandeis, Caidozo. Stone. and Hughes. Ihe majority opinion held that the law invaded the rights of States, they would “no longer be free to manage their own affairs.”
