For a considerable lime, rumours have been current regarding the. supposed activities of Italian submarines near Malta. Sir Roger Keyes has now thrown some light on the subject. Addressing the Oxford University Empire Club, lie declared that during the British Navy's recent anti-submarine exercises, Italian submarines started popping up like corks. "Our commanders were surprised they were near Malta, believing that they were off Tripoli." he continued. "I take off my hat to the Admiralty and the Government for sending almost the whole of the British Fleet to the Mediterranean."

lie cryptically added that the British Navy, during the anti-submarine exercises, used only small charges. "Believe me, these can be very awkward," he said. "The British public is not aware of what, happened, but it is well-known to the Italian, .French and German staffs. Consequently, there is little harm in mentioning it."
