DENIAL OF LEAD

OIL EMBARGO PLAN CANADIAN EXPLANATION POSSIBILITY OF WAR MAY TOUCH OFF SPARK (Eloc. Tel. Copyright—United Press Assn.) (Reed. Dec 3, 3.15 p.m.) OTTAWA, Dec 2.
