' EMBARGO ON ARMS NEW BRITISH EFFORT (British Official Wireless.) Ike. noon. RUGBY, May 15. Geneva messages state that when the report of tiie League commission which investigated the war between Paraguay and Bolivia comes before the League Council, Mr. Anthony Eden will make a further effort to persuade all Governments to agree upon an arms embargo to the belligerents. The British initiative taken a year ago resulted in the signing of a declaration by members of the Council undertaking to prohibit the export of arms to Bolivia or Paraguay, subject in several cases to the co-operation of certain principal arms manufacturing countries. Further action was suspended pending the consideration of the proposal for ending hostilities, which led to the sending of a commission to the Gran Chaco,
