JAPANESE “BRAIN TRUST” RAIL TRAFFIC DEADLOCK J __ SHANGHAI, April 19. For the purpose of 'giving assistance to the Emperor Kangteh (formerly Pu Yi) fqr the rehabilitation of Manchukuo, and the development of the country’s vast resources, the Japanese have* formed a “brain trust,” consisting of a new planning bureau, the chief purpose of which is to guide ah independent economic policy. The decision was reached at Changchun, after a special visit by a number of'Jispahese-goodwill envoys, whose investigation of the conditions resulted in a declaration to 'the new Emperor of the need for guidance in Tuling the country. This guidance, it was stated, wohld be willingly supplied by the Japanese, Attempts by the Japanese Minister to China, Mr Ariyoshi, lo reach a definite understanding for the resumption of through rail traffic between China and Manchukuo and the restoration’of postal services, have not had ahy apparent results, although both Chinese anij Japanese circles report that'certain progress has been made.
