BRITISH NAVAL FORCE EARL BEATTY’S COMMENT (Received March 1, 10 a.m.) LONDON, Feb. 27. Declaring that Britain must restore her defence forces as she bad restored her national credit, Earl Beatty, speaking at the City Carlton Club, said that three main tasks were necessary to correct the unfortunate situation by which we were reduced to 1 the edge of insecurity. They were: (1) To resist further alteration of tho existing ratios of naval strength that would be detrimental to the country. (2) To increase cruisers, which were far below the minimum that was necessary for security, especially in view of the French and Italian increases.
