PROPOSED EMBARGO U.S. SENATE APPROVES (Received March 1, 3 p.m.) WASHINGTON, Feb. 28. The Senate to-day passed the bill authorising the President, in co-operation with other nations, to place an embargo on shipments of arms to belligerent nations. i Objections to the proposal on the ‘grbupdi that it compromised America’s neutrality, were removed with an amend'mentr applying the embargo impartially to all parties in a dispute. The bill now goes to the House for acceptance of the amendment.
