DOUBLE-EDGED SWORD LONDON, Dec. 22. Commenting on the report that the Japanese Government contemplates retaliatory tariffs as a weapon against quotas and other foreign obstructions, the Tolcio correspondent of the Times states that such applications will raise formidable difficulties, because the Japanese chiefly buy raw material and sell manufactures. Retaliation against Australia would be double-edged, as .it is essential for Japan’s rising woollen industry to obtain raw materials at the lowest price.
