OPENING OF COMMONS
LIBERALS MOVE OVER SIR H. SAMUEL’S STAND (Received Nov. 22, 3 p.m.) LONDON, Nov. 21. On the resumption of the House of Commons this afternoon, the Conservatives ironically cheered Sir Herbert Samuels on his joining the nine Liberals on tho second Opposition bench, below the gangway. Sir Herbert Samuel explained that the Liberals now felt that it would be more in accordance with Parliamentary procedure if their criticisms against t!m Government were directed from the Opposition benches. He urged the Government to stick to its .present policy re garding India, and not pay much attention to the vehement opposition of Mr. Winston Churchill and his followers. Sir Herbert denounced the renunciation of tho Anglo-Kussian trade agreement, which had lost millions of pounds to Britain. A passage m the King’s speech commented ; “My Ministers will endeavor to promote a gradual return of., the nation to conditions permitting of an easing of the present burdens. By the negotiation of trade agreements, if. is hoped that opportunities will be afforded for tho development of cotton, coal, and other exporting trades. "Mv Ministers intend to press forward with tho improvement of housing, and also will submit a measure to deal with tho law relating to betting and gambling,” \
