PEACE IN FAR EAST
CONFERENCE SUGGESTED (Received November 1, 3.30 p.m.) BERLIN, Oct. 31. Tho newspapers give prominence to the suggestion of the Japanese War Minister, General S. Araki, of a Far Eastern peace conference and non-aggression pact with Russia. Semi-official opinion was expressed that a conference would be of tho greatest value In overhauling the Nine Power Pact, Washington Pact, London and Washington naval treaties, bringing tbo Japanese policy within the framework of international politics.
