NATURE OF EXERCISES G ()V ERN M ENT STATEMENT (Received Sept. 30, 2 p.m.) LONDON, Sept. 29. The Admiralty and Air Ministry today issued a joint statement in view of the newspapers drawing certain tactical conclusions from last week s _ Scottish manoeuvres that it was desirable to state that the exercises were of an elementary nature designed to exercise shore-based aircraft over the sea in contact with the navy and also ships’ aiiEi-aircraft defences, for which naval dispositions were solely arranged. There was no intention of testing the relative power of the arms in an attack on the aofenco of the coast and consequently the military did not participate.
