WASHINGTON, Sept. 27. ft is indicated that the American Federation of Labor convention next week may demand that the national recovery .administration should create further safeguards for organised labor, and .that the first specific group criticism of the VILA, may be issued. This is expected to include a charge .that it has not returned sufficient men to work, and has resulted in a breakdown of wage differentials between skilled, semi-skilled, and unskilled workers, and has also resulted in organising employers while leaving labor to shift for itself. Whether the American Federation of Labor action will start general criticism from all opposed to the N.R.A. programme is conjectural. However, many business men who believe that the recovery programme has failed to pursue the wisest policies may become articulate once the ice is broken.
