PARIS, Aug. 14. Tu a day or two the highest road m Europe will be opened to tourists. It leads to the Pic du Midi do Bigorre, in the French Pyrenees. The construction of the highway lias been a great engineering feat, and, as anyone who has ever clambered up to the observatory near the summit of this peak of 9405 ft. will realise, magnificent views abound.
