Interviewed prior to going to Geneva, Dr. Dollfuss objected to tho description of the new Government as Fascist, adding: “We have created a new Austria out of chaos. Tell England that we are determined that we shall succeed. There is deep wisdom iu Signor Mussolini’s phrase, ‘Fascism is not an exportable article.’ ” Dr. Dollfuss is promulgating a decree imposing imprisonment for anti-Austrian activities, particularly applicable to Nazis and Communists. The Archduke Otto of Hapsburg, claimant to the Austrian throne, has written a letter rejecting Fascism and declaring that Austria’s only hope lies in a constitutional monarchy on democratic lines, similar to England's. The.time for the restoration is. not yet ripe, and it must be achieved by legal methods. “1 refuse to be drawn into an adventurous putsch,” he said.
