FROM CHEESE TO BUTTER PROPOSAL FOR N.Z. (Eleo. Tel. Copyright—United Press Assn.) (Received August 31, 3 p.m.) LONDON, August 30. The Daily Herald’s agricultural editor, referring to the visit to New Zealand 1 of Mr. Baxter, an ex-president of the •National Farmers’ Union, says that Mr. Baxter and the chairman of the Milk Board hastily arranged the visit with a view to attempting to persuade New Zealand farmers to make a big changeover from cheese to butter. Members of the Milk Board desire this in order that a large-scale factory for the manufacture of cheese may be built up, and thus utilise at least 40 per cent, of the British milk which is now surplus. Mr. Baxter hopes to convince New Zealand farmers that difficulties which have arisen out of the Ottawa agreement will thus be overcome. Neither Government is anxious to reopen the Ottawa arrangements, but tho situation will be relieved if the farmers of the two countries settle on a voluntary basis. It would be an understanding that no official encouragement would be given to factory butter-making in Britain.
