BOROUGH ADMINISTRATION ONE NEW APPOINTMENT The reorganisation ■ of duties of members of certain borough departments was discussed at a meeting Of the administration committee-of the Borough Council, add the committee’s recommendations were considered by the council at its meeting last evening, and adopted. The adoption of the report involves the appointment at an early date of a wholetime thiffie inspector, that being the only new appointment to be made, as it.was decided that the position of assistant town clerk should not be filled in the meantime.

Tile necessity for a revision of the duties of the staff was brought about by the promotion of Mr. W. M. Jenkins to the office of town clerk, and the recommendations submitted by the committee were as follow, other matters of administration also having been taken into consideration :

“Mr. W. Selves to lie promoted to the position of cashier and rate clerk. Mr. Selves is a capable officer, and thoroughly conversant witli the duties attached -to this position. l hr-/ “Mr. C. 11. Ferns to be relieved of his duties as traffic inspector, and a fulltime officer appointed in his stead at a salary of £24o“per annum. Mr. Ferris, in addition to his duties as sanitary inspector and noxious weeds inspector, to undertake the work of nuisance inspector over the whole, borough. At present nuisance inspection in the suburban areas is .carried out by Mr. Patterson. “Tho committee considers that the time lias arrived when a full-time officer should be appointed for the purpose of traffic control, and it is suggested that in connection with the proposed appointment, flip, clerk submit to the administration committee a draft schedule of duties to he carried out by such officer, after Which applications should be called for the position. “The committee, after conferring with the town clerk, is of the opinion that it is not necessary to make an appointment to fill the position of assistant town clerk in the meantime. This will effect a saving: of approximately £250 per annum.. BITS DEPARTMENT “Tho committee discussed the desirability of the. clerical Work of the. bus department, being.carried out in the-town clerk’s office, and after giving full consideration to this matter, has no recommendation to make at the moment.

“In order to facilitate tho handling and dispatching of the buses at tho depot, it is suggested, that tho engineer prepare an estimate of the cost of making an exit at tho southern end of the barn, and the fixing up of tho road leading thereto. This, in the bus manager’s estimation, would effect a saving of £SO per annum. ; ; “In regard to the general administration of the 1 tarious departments of the

borough, €he committee recommends that the council delegate to the administration committee the power to exercise full control -in these matters. “In respect to the council’s motor vehicles, the committee recommends that all repairs Ire carried out in the bus department’s workshop, under the supervision of the bus manager; also that the borough engineer arrange for a periodical inspection of all rhetor vehicles under his control, and the drivers of such vehicles to report direct to the engineer any delects coming under their notice whilst operating any of the council’s motor vehicles. "In regatd to the various licenses issued by the council, the committee considers' that ‘the inspectors should make ah inspection at least, twice a week of the license register in order to ascertain that all licenses have been renewed, it being pointed out that it is the inspector’s duty to see that All licenses under his particular control have been taken out or renewed. “It is recommended that each year

when the annual estimates are being considered, all salaries and .wages not covered by an award bo reviewed, and no written applications for increases be entertained.’’ 'Or. ,T. H. Hall objected to the administration oonrmittfv being given the power to exorcise j.full control of tin' general administimtion of <the various departments dll* the borough. It whs pointed out by Or.
