THE BOOKMAKER STRICTER CONTROL URGED 1m his address to the annual meetiug of the Carterton Racing Club, the president, Mr. W Howard Booth, said he thought that thanks were due to, Parliament for not passing the Gaming Amendment Bill, which sought to license bookmakers and betting shops in this country. < In making racing , clubs the concession qf a refund of one per cent, ori the totnlisntqr duty, the Government had done something to help. It was to be hoped that this concession would be extended.

The win and place system of betting had been an unqualified success, especially to those clubs who could get a sufficient number of starters. Referring to the bookmaker, the president said if a motorist exceeded the speed limit, and travelled a day without his number plates or license, lie wits stopped at once by half a dozen police and asked the reason why. It therefore seemed extraordinary that the bookmaker , and his agents were allowed to operate in every village in the country, ff the money invented through them with or without taxation, were put through the totalisator,, racing clubs (many of them at any rate) would not be in tho wretched position that they were in to-day. If the telegraphing of money to the totalisator. were allowed, it would, very largely obviate this practice, and at the 'same time allovv people who cannot attend raco meetings to make a modest ■investment.
