MANCHUKUO’S NOTE DISPUTE OVER RAILWAY SHANGHAI, April 15. Following Moscow’s consent to return the Chinese Eastern Railway rolling stock, except locomotives, the Manehukuo Government w 7 ill present a note demanding the unconditional return of all engines belonging to the railway. It is believed that if the Soviet calls a strike on the railway or hedges in any way, Manehukuo will proceed to seize the whole line, in which Russia has a half-share.
