PAR EASTERN DEVELOPMENTS (Received April 17, 3 p.m.) MOSCOW, April, 16. Izvestia allegos that the Japanese and Manchuria are plotting to secure control of the Chinese •Eastern Railway by dynamiting bridges and water towers at tho end of April. The newspaper urges the Japanese Government to restrain unbridled adventurers, including the Japanese oft'i'cials of Manclmkuo who are seeking to complicate the situation in the Far East.
