WORKABLE CONSTITUTION “I ain quite sure that the British Government will give India a workable constitution, but whether the reforms will work will depend upon the Indian himself,” said Sir Henry Moncrieff Smith on his arrival at Auckland. Sir Henry, who for eight years has been President of the Council of State in India, a position corresponding to Speaker of the Upper House, has retired after 35 years spent in the Indian Civil Service, and will spend a few days in New Zealand prior to returning to England. There were obvious signs, he said, that the British Government was expediting matters and it was possible that another two years would see India launched upon its now constitution. Whether it would bo a federation or not would depend upon hcV many of tho Indian princes would come into it.
